High Risk Merchant Accounts
ccNetPay has divided merchants into 3 categories:
Low risk merchants are mainstream e-commerce businesses and are easy to place with any acquiring bank. Rates are lowest, from 1.40%. All categories which are not listed in below high risk list and prohibited list are considered as low risk.
High risk merchants sell products or provide services that tend to have an increased risk of fraud when accepting payments by credit cards by bringing in excessive chargebacks or carry extended fulfillment and delivery times. These are reviewed on a case by case basis and additional documentation may be required. Minimum discount rate may be a bit higher than with low risk, starting at 1.80%. In many cases there's also a high risk registration fee charged by all banks which is 950 EUR annually.
Prohibited merchants are unqualified industries in part due to credit card company prohibition, illegal or likely to be deemed illegal, fraud or high potential for excessive chargebacks, or where experience has demonstrated high losses or high chargebacks.

- Lottery Clubs
- Manual Cash/Cash Advance
- Memberships, Membership Clubs
- Multi Level Marketing (MLM)
- Real Estate Agents/Brokers
- Shippers/forward brokers
- Skill Gaming (7994)
- Software Packages, Electronics
- Telemarketing (Inbound – 5967 / Outbound – 5966)
- Telephone Services, Prepaid Cards
- Time Share
- Travel/Tour/Entertainment
- Quasi Cash
- Vitamins/Supplements/pseudo-pharmaceuticals - No illegal substances allowed (Note: Acai Berry products are prohibited)
- Any other Mail Order/Telephone Order company (MOTO)
Prohibited Merchants:
- Child Pornography or anything that suggests child pornography, including any website that uses the following terminology to market their product: ‘lolita,” “paedo,” “preteen,” etc.
- Counterfeit Products/Replicas
- Extended Warranty Co’s (i.e., auto)
- Illegal Internet content
- Illegal Substances and Products (e.g. drugs, human organs, weapons)
- Loan Modification
- Merchants involved with bestiality or anything that suggests bestiality
- Merchants involved with rape, hate, violence, incest or anything that suggests rape, hate, violence or incest.
- Online Tobacco
- Telemarketing companies involved with chain letters
- Ticket Brokers
- Any Merchant that doesn’t meet the minimum security levels as defined by the PCI Data Security Standards
